Mod restriction
I propose the admins take the mods/head mods ability to delete their own posts I see mods deleting their own post when they break the rules before I can report it

I haven't observed any such actions, one reason we would delete our own post is if it were meant for staff-only. We talk a lot in there about things that aren't meant for public eyes and if we mistakenly post it in public social it could end very badly if we can't delete our own posts; before you rage saying you can ask another staff member to do it, by then it could be too late. In short, if we're reviewing a record, post something in public social and have to wait for another staff member to delete it, a lot of people could have seen it by then and perhaps the user the conversation is about.
However, if you see a mod deleting their posts in a manner that you're stating, even if you don't have the evidence, you need to report it VIA PM, following the chain of command. In this way we can watch the specific member closer and take the appropriate action. I know I have never deleted my posts to avoid being reported for breaking the rules and I highly, highly, highly, doubt that Cole has done such.

Pretty much as Chrom stated. Please let us senior staff members know immediately if you observe such behaviour from the junior staff. It will be looked into in-depth.
As for the difficulties this would bring when enforcing the rules:
If regular moderators were not able to delete posts, it makes dealing with hardcore spammers iffy, displays foul language and offensive remarks as they are as well as putting disruptive behaviour at rest (note: if they were not able to delete, I dare say there would be quite the many social bans given on weekly basis). Post deletion is one of the basic tools.
