When the games came out it was still doubtful wether he was the real madara or not since there was not much proof. Now there is proof in the manga since the real madara was revived.

Well, I kinda hate to break everyone's conspiracy theory here, but it is obviously someone from Gai and Kakashi's past by his stupid little reference at them, and he is obviously not Obito, due to Obito being crushed, and obviously he is not Madara.... Madara's brother was indeed eyeless, but Tobi seems intent on collecting the eyes of fallen Uchiha, so there is a possibility - So it could be Madara's brother, or the most likely explanation: A Face from the past we have yet to meet in any chapter. Just a former nobody Uchiha who left the village and started his own crusade.
